IDF Chief of Staff Lt. Gen. Eyal Zamir has appointed an external panel of senior reserve officers to review, deepen, and implement the conclusions of the internal investigations conducted in the wake of the October 7, 2023 massacre.

The horrific events of that day, when more than 1,160 Israelis were murdered and 251 kidnapped by Hamas and other Iran-backed terrorists, shattered longstanding assumptions and triggered one of the most profound self-examinations in the IDF’s history.

According to an official IDF statement, the new external team will focus on analyzing and applying the operational, professional, and organizational insights gathered during the comprehensive internal investigation process, which included testimony from soldiers, commanders, and civilians who faced the unprecedented onslaught.

Led by Proven Military Leadership

The review team will be chaired by Maj. Gen. (res.) Sami Turgeman, former commander of the Southern Command and one of Israel’s most experienced field generals. The panel includes an elite group of retired generals and colonels, such as:

  • Maj. Gen. (res.) Eliezer Sharvit (Navy),
  • Maj. Gen. (res.) Amikam Norkin (Air Force),
  • Maj. Gen. (res.) Yossi Beidatz (Military Intelligence),
  • and multiple senior reservists from across IDF branches, including combat, intelligence, logistics, and strategic planning.

These individuals were selected for their deep military expertise, broad operational backgrounds, and familiarity with IDF doctrine, structure, and evolving battlefield challenges. The team’s diversity is intended to provide a wide range of perspectives necessary for honest, systemic analysis.

Focus Areas and Timeline

The external panel will review the IDF’s own findings—particularly the core General Staff debriefs—and assess whether the conclusions reached are comprehensive and actionable. They are empowered to recommend adjustments, call for further investigation if necessary, and most importantly, to design the mechanisms needed to ensure lessons are institutionalized across all IDF levels.

Initial recommendations are expected in the coming weeks, followed by a full implementation plan to embed these lessons into IDF training, readiness, intelligence protocols, and strategic planning.

Learning Amid War

As Israel continues to fight a multi-front war against Iran’s terror network, including Hamas in Gaza, Hezbollah in Lebanon, and Houthi missile attacks from Yemen, Lt. Gen. Zamir emphasized the importance of learning and adapting even in the heat of war.

“Our commitment to our hostages is absolute, and our duty to learn from October 7 is part of that mission,” Zamir said in internal discussions. “Defeating Hamas means ensuring such a catastrophe can never happen again—anywhere, ever.”

The IDF’s willingness to launch such a broad internal reckoning, during wartime, is a testament to the resilience and moral clarity of the Israeli defense establishment. While its enemies hide behind civilians and propaganda, Israel holds itself to a higher standard: to learn, adapt, and prevail, not just militarily, but ethically.
